Commentary for Avodah Zarah 4:13
א"ר יוחנן מלמד שהחזירה הקב"ה על כל אומה ולשון ולא קבלוה עד שבא אצל ישראל וקבלוה
R. Yohanan says: This teaches us that the Holy Blessed One offered the Torah to every nation and every tongue, but none accepted it, until He came to Israel who received it.
Daf Shevui to Avodah Zarah
At first all of the nations come in front of God all mixed in together. But then they separate such that each comes one at a time. As we shall see, each kingdom will come in front of God, one at a time.
